That is incorrect !
There are big iron gates on the entrance to the car park.
I don't know if they are closed anytime soon after 8pm when the shops close.

This is part true not sure about the half billion figure but the site for the village is now a housing site with hundreds of houses & flats.
Also the Commonwealth games made a profit & the money has been used for various projects across the city.

BIRMINGHAM bosses have made the early decision to rearrange Wednesday’s (August 2) scheduled home fixture against Plymouth.
The Curtis Sport Brummies were due to meet the Gladiators in the Cab Direct Championship at Perry Barr.
But with the track already sodden and several forecasts showing thundery showers from Tuesday night and throughout the whole of Wednesday, bosses have made the decision early to minimise inconvenience for all.
The two clubs have swiftly agreed a restaging date and the two will now meet at Perry Barr on Wednesday, September 6.
It means the Curtis Sport Brummies will begin a hectic schedule at home to Redcar on Wednesday, August 9 (7.30) - that will be their first of eight meetings in the space of five weeks.

It's easy to get to Monmore from Birmingham city centre.
Take the tram to Wolverhampton there is short walk to the stadium,from the tram stop.

I think the key bit is "up to 4 hours" whether you arrive at 16.10 or 18.45 your time is up at 20.00. You might get away with if you put a note in your car saying "I am at the speedway. Back about 21.30" but would parking stewards/Birmingham Council believe you & slap you with a ticket.
But what happens after 8pm ?
Does anyone still parked there automatically get a parking ticket ?
Do the gates to the car park get locked, leaving you stranded until the next day?
If anyone takes the risk don't moan after.
Birmingham supporters have been told by the club management not to park there.

Parking allowed up to 4 hours between 0830-2000 on Wednesdays.
If you want to risk it that's up to you.
