I think it's more important to sign the right riders, rather than whatever their average might be. If you sign seven riders who are on the up and they average 45, they'll beat seven riders who are on the way down or static and who can't be gelled with enthusiasm and unity but also average 45. The former generally costs more to assemble though. -

I wouldn't be surprised if it's even lower than that, mainly to accommodate NDL riders (the NDL will be well down on clubs, if it actually exists). -
In Sweden and Poland they use that term.

I didn't think anyone was authorised to enter the referee's box (pardon) or indeed invite someone there, with the exception of those who share it for commentary etc.

If that put the kid out of racing then he probably wasn't right to be in it.
