World Cup??? ... what's that ? Seriously though...If we are talking about team championship then each team (country) should have enough riders to make up a team, not a pair. If there is only two riders from each country then it is pairs championships...not a team.

If its is about team riding why don't they have the same system in the League racing. After all, National Leagues are about teams...not individual riders.
