It seems that even if a team would earn themselves the right to promotion to Ekstraliga, it seems that it is possible that they could decline the promotion due to the much higher costs in Ekstraliga. Then for Daugavpils the issue seems to be that if they gain promotion right, they may not be granted a license as well as that the mean might not accept that they have to have 3 Polish riders in the team. If neither Ostrow or Daugavpils advances, then Grudziadz might be offered a place in EL.
