No one knows but the promotion at Lakeside also over looked it and were forced to release Clegg and sign a lower averaged rider... its still possible Rye might have to change

RH haven't made the figure up themselves - it's on the Final Version of the 2017 Greensheet Averages. It's on the SGB website now, as it has been for some time. Aren't these the figures we are supposed to use?

But was that not also the case for Lakeside? Then they were told it was wrong

Don't think that was the case at all. 

Lakeside got 2 other riders averages wrong, which meant they had to release a rider, that rider being Clegg.

His average was 4.23 when he got sacked by Wolves.  He had ridden 4 meetings. Which wasn't enough for a new average. 

No idea where this 2.00 has been plucked from but it's clearly a wrong average. Either way he already has a Premiership average from 2017.

2017 Regulations extract:

16.2.4 The BSPA are responsible for the calculation, production and circulation of Rider’s MA’s
16.2.5 At the end of each Season the BSPA will produce a Listing of all riders who have competed in British Speedway during that season and following approval and/or amendment at the BSPA AGM’s these MA’s (i.e. excluding Bonus Points but including other allowances) will be the Riders MA for the start of the following Season.
16.2.6 These MA’s will remain effective for Team Building, Team Positioning, Facilities, rider eligibility for Heat 15 etc. until new MA’s becomes effective.

BSPA conference 18 - 20 November 2017.

Final averages issued 22 November 2017. Max Clegg issued with a 2.00 point average.

Max Clegg rode 2 home and 2 away for Wolves at an average of 1.75.

So who is right and who is wrong on this one?

The final average issued is a false one. Since when do 2 home and 2 away matches count?? Unless it's another made up rule 'in the best interest of speedway'.

I think you're all overlooking the fact that Clegg's dad once fitted a kitchen for Erik Gundersen and his great aunt  has got Jack Parker's autograph thus giving him a two point average.

All the teams currently show under rider announcements with no averages quoted and with the caveat re ratification

Once confirmed this will change on the website to 2018 team declarations with the average applied and a team total

Just to set the record straight, Jon Cook did not get the averages wrong. Back in November and immediately after the AGM, to which he was not invited as he was neither a Premiership nor Championship promoter at that time, he let the BSPA know he intended signing  Ed Kennett and Ben Morley so asked what averages they would come in on. He was told he couldn't sign Ed but for Ben it would be his PL average from 2016. From this he deduced that the same situation would apply to Zach Waijknecht
