MIGHT be more of a case that they haven't notified the FIM that they are ready to resume. I used the tram last year to get to and from the Stadium. They pack you on like sardines and keep the doors open with folk hanging out literally. Fortunately it's 10/15 mins max. It's about 2 mile to walk from the city centre though if you prefer. Very cheap but very crowded. Having said all that it is very good natured on board.
