Sadly another one of those "let's make it up as we go along" 'rules' that means the Sport (in the UK) can never be taken seriously, and will continue to spin along in ever decreasing circles... For me, having Scott Nicholls riding is 100% OK as he is replacing an injured rider (just like in 'proper sports' where they would replace someone injured), but, as always in Speedway (UK Speedway), there will always be an inconsistency of applying the 'rules/subjective opinion' which renders most situations ludicrous when finally implemented..
