So how do the under 21s learn racing in their own age bracket at world level. When you make it a pairs competition it changes the dynamic. 

Asking them to have 1 race at this level is hardly a problematic scenario and enables them to learn.

Its very much living in the past. It’s a dinosaur mentality and shunts development.

 I think best 3 riders and the manager can use any combination.     like in all other sports U21s play in their own age group unless good enough to get in the senior squad.

name two other sports that have a rule where a junior must compete in a senior side.

I can’t name 2 because there aren’t 2

It would be interesting to find another sport, at world level, as a pairs event, and see what rules they have in place there.
