Yes, I can see perfectly well how it works. The Tories are ideologically opposed to a windfall tax because it hurts the profits of their mates and big Tory party donors in the oil industry. However, since Labour proposed the idea of a windfall tax, the Tories have seen how popular it is and could be a vote winner for Labour, so they are now considering jumping on the bandwagon to win votes as staying in power is their raison d'etre.
