A spectacular old-timer

This rider was renowned in the 1930s for his spectacular style of riding. Post-war he was for many years a respected promoter. Somehow I feel this is an easy-to-answer Post.

Come on guys-even I know this -Frank Varey , the great promoter at Sheffield who always made sure the track was as smooth as silk and a great racing surface. God bless him.
