On Tuesday, a meeting of the presidents of all PGE Ekstraliga clubs was held, at which the most important regulatory changes before the upcoming season were presented. A lot of space was devoted to the telemetry system, which is to apply from the first round. The clubs have learned the exact cost of this system and have to find in their budgets about PLN 7,000 for each home game during which new equipment will be used.
In practice, this means that each club must find an additional PLN 50-60 thousand during the tournament, because this is the amount of costs of applying new solutions. The authorities of PGE Ekstraliga, however, ensure that the system will be so expensive only in the initial years of service, and over time it will be possible to use it much cheaper.

This system is comprehensive

"The new system is to help not only in resolving disputable situations on the finish line, but will also show average and maximum speeds of players, the number of meters traveled, lap times, etc."

Google translation of a Extraleague article

The Sanitary Regulations, which will apply in the 2021 season, have been published on the PZM website. The provisions include the rules regarding the period before the start of the best speedway league in the world, including the issue of testing before sparring competitions.

Before the start of the games, trainings must take place according to the rules set out in the Sanitary Regulations. It is recommended for all participants to undergo SARS-CoV-2 coronavirus testing (RT-PCR technique). In the event of a sparring competition, all participants (participating teams, officials, etc.) must have negative test results. Must be performed 48 hours before the first sparring match. The club sends the test results to the system immediately after obtaining them.

The above-mentioned tests are valid for the test to be carried out before the first round of PGE Ekstraliga. Clubs are obliged to carry out tests at their own expense to all persons participating in the match and entitled to stay in areas of the stadium where it is required (it must be carried out 48 hours before the match). The test results are also sent to the system as soon as they are obtained.

Important provisions also apply to masks - it is recommended to wear those that meet safety standards (FFP2 / N95 or FFP3 / N99). They must cover the mouth and nose tightly. It is not allowed to use helmets, chimneys and other means, apart from the previously mentioned masks.

Can they only ride to cover riders out with Covid?
Also what does the Warsaw contract mean?

In 2021 yes only replace a rider certified with Covid

A Warsaw contract is sort of a temporary contract with a club(no guarantee's) which means the rider can be loaned out or sign a full contract later
