if Stefan is allowed to take all 3/4 rides then it makes Poole considerably stronger. 

Worrall and Nielsen can take 1 each. Cook and Hume can take as many as Poole's team manager wants

I don't think a facility is available here because the rules state......

'No facility is permitted to replace a rider, who although included in a redeclaration has not made an appearance for that team since being redeclared.'

Ondrej Smetana has already been declared according to latest greensheets. Poole can't revert to original line up  because Zane Kelleher rides for Plymouth.

I believe that is exactly the case.  No facility can be permitted.    Any other opinions?

Smetana hasnt even ridden for any club yet in the UK , so any team in the UK can now say they have signed a rider and that his paperwork is delayed then get a facility
