Lindgren should have been excluded there

Lindgren should get excluded. He didnt control his bike and his bike front wheel got lifted and prolonged his track making riders from external tracks to fall. All 4 riders restart is a failure from arbiter.

Cant blame him for exploiting wrong officials' decisions. It's the fact that rules in speedway arent really clear and are full of exceptions and are subjective to referees

Yes. Gollob was dominating international speedway in  speedway's best days. In his time the discipline had all the legendary riders and he still destroyed them. I think of him as he was Adam Małysz of speedwway.
