Clearly under the rules Brennan should have been penalised as he was not on his machine, still gardening, as the 2 minutes expired. I know that a strong referee would have done so. The 2 minutes regularly timed out in several heats and the riders were still not coming to the tapes. Inconsistent refereeing is one of my pet hates. MacGregor usually has none of it and excludes someone early on. It quickly changes rider behaviour. Yes, it happened far too often. I think the starting marshal needs to invite riders to the start earlier too.
