Cheers for the clarification re Holder / Thomsen position R&R

Why is Holder above Thomsen ? I thought that the order after the 20 qualifying heats were used to determine the positions of the riders finishing 2nd, 3rd and 4th in the LCQ’s, meaning Thomsen’s 9pts should have given him the higher GP finish than Holder with his 8pt haul? Confused !
