Actually no. The SCB are saying it is on the line and should be excluded. It looks like the ref and other fans are saying he shouldn't have been excluded as he didn't go 'over' the line.  Different interpretations that fans could talk about all winter and still not agree!

Doubling up has never been the issue, we had it from the 70's Doubling down from the top to below, we never had and thats caused the issues over time.
