2025 rulebook there was no minimum amount of matches that I can see but there was a deadline after 75% of a clubs matches. There also used to be a rule that if you reintroduced a rider that was in your team the year before that didn’t start the year in your team this needed special dispensation but can’t see that in the rulebook now either  (albeit it’s 120+ pages so might have missed it) 

While also not driving your existing customers away.

It seems to me as though Scunthorpe have purposely built a side to finish last. Maybe Godfrey has already had a bet at the local bookies. In any event, can't really fathom what they're playing at.
