No argument from me that the way the regs are written is often poor - and sometimes the changes that they look to make to address this can actually makes things worse! It doesn't state it HAS to be The fact it hasn't changed doesn't mean it can't be classed as assessed It probably is a lazy approach to the situation and also indicates a not wanting to rock the boat approach rather than a genuine professional knowledge assessment Even the standard assessments have been puzzling and not followed the normally accepted guide
