The choice is set clearly in the regulations. SR 011.1.1 says "The highest placed team will have first choice of the home or away leg (in both semi-finals and final)."  -

Then set the choice in the regs - don't just have it made up to suit as you go along I'm sure Ipswich would prefer a Thursday home leg - do they deserve that choice?
