Might depend on how old you are. In amateur era the local enemy used to be Coventry, but i know from mid 1990's in the professional era it's been Northampton (i still know many active Tigers supporters).  

What are the options tho?

IF the promoters aren't taking the sport seriously, then why should the fans bother turning up at all ?? Teams signing riders who they know will miss meetings sums the sport up.  It's basically Mickey Mouse.   No wonder the TV companies have washed their hands of it.
