Newcomers are 3.. (JPB,Smith etc) '2 point riders' are rider who have ridden in the PL and not achieved a 3 point average (Bailey, Phillips etc) also they dont drop to 2 they start on the average they attained (think Bailey is 2.05) thats what the BSPA said

Theres a big difference between a 3 and a 5 averaged rider though, You could get a Brandford, Roynon etc or someone like Danny Phillips that would be a hell of an advantage
