I AGREE with you. Speedway is very dependent on the track that it is raced on. Sadly the really good ones are few and far between. But when choosing venues for the top meetings, such as this one, the track and not just the venue or the city or country it is in should be paramount.

SAFER and easier to ride doesn't mean poor racing. I give you the NSS...

DON'T think a decision has been made as yet. But heard nothing to suggest it will automatically go the country of the winning team. That could mean it being held in Poland indefinitely. Some might suggest that wouldn't be a bad thing.
