if a rider is missing then RR is the 1st option (unless its your no1) then if 2 riders are missing its 1 guest and RR. As for guests why not restrict them in the PL to only riders who do not ride in that league? If Ipswich needed a guest then they could look at someone in the CL (eg Eastbourne) but couldnt use Kerr or Brennan, but Kennett, Lawson Edwards and Newman would be ok.

So Bates has actually ridden in the last 9 years? Well why isnt Jason Crump on the list as he has no Professional racing league experience in the last 9? Edit: Wheres Rory Schlein on list? hes only had 1 or 2 years experience as a British rider.....

Both have not ridden in a British league for a number of seasons. Crump's 8.21 ave was given for not competing since 2009, (10 years away) so a further reduction was given as he has now missed 11 years. Pedersen on the other hand has just not ridden in the UK, so his 2021 starting ave could actually be reassessed to a higher or lower figure.

A rider that hasn't ridden for a period of time (not just 1 year away) gets their average reassessed. So in Crump's case he was reassessed at 8.21 for having many years away for the 2020 season. As its been an extra year away his average now gets another reduction. Paul Hurrys average for the 2020 season would have been more than for 2021, Bjarne Pedersen the same.

Its one thing the Polish speedway league allowing riders to ride in different leagues.... but a totally different matter to whether the Polish Government will allow it ( UK/ Danish/ Swedish governments too)
