Tactical Substitute Rule - Is It Right?!?

In tonight's fixture between King's Lynn - Sheffield, Nicolai Klindt had already completed 7 rides coming up to his programmed heat 14.

I can't see anything in the regulations but, can / should you be allowed to use a Tactical Substitute on a reserve switch??

It makes no sense to allow that loop hole imo?!?

Not sure what problem you think you're seeing.

Klindt was at reserve, and as such, he can come in as a reserve switch at any time (except the protected heat 8) up to a maximum of 7 rides.   Klindt took reserve rides and had his maximum of 7 rides.

It was Kvech who took the Tactical Substitute ride.  This is permissible as long as the team are 6 or more points in arrears.  They were 8 behind at the time so no problem there either.

No rules broken, no loopholes.

Maybe I didn't explain myself clearly. I don't see any rules broken, it's more of a question.

Klindt couldn't have taken his ride in heat 14 because he'd already done 7 rides.

Heat 14 would have been Boughen as reserve switch or 3 riders only.

My question is; should you be allowed a Tactical Substitute for a Reserve Switch / blank gate. 

In my opinion, a Tactical Substitute should only be allowed on a rider's programmed ride if they're eligible to participate. Klindt wasn't eligible.

Sorry, you're still making no sense.

Klindt legally took 7 rides.  He was reserve, and could come in for reserve switch rides at any time (except the protected heat 8) to a maximum of 7 rides

Kvech, legally took a Tac Sub ride.   He could come into any heat at Tac Sub (except a protected ride) provided the team were 6 points or more behind at the time.  

All was perfectly eligible.
