The Saturday/Sunday dates for the Nice Polska league are for TV and which matches when.They are normally decided in blocks throughout the season. The Saturday/ Sunday dates for Div 2 are presumably because some teams like to ride Saturday`s(eg Rawicz) instead of Sundays. Plenty of reserve dates for both leagues which should only be used for rain offs.

The Birmingham Speedway announcement you quote quite clearly states that it is issued by Birmingham and NOT the BSPA therefore we can assume it`s Birmingham`s take on what was needed to be done for their entry to be ratified. One could argue that the BSPA shouldn`t have allowed the wording if there is more to it than just paperwork. I do agree it`s all a bit messy and does require clarification.
