In theory supplementing qualification with wildcards should ensure the strongest possible field, but the problem is that there is no transparency - who makes the choice and what are the criteria? For example in the last 5 GPs: Lebedevs 5 GPs 0 semi finals Fricke 5 GPs 5 semi finals. Yet Fricke is out and Lebedevs is in (I quite like Lebedevs and don't think he'll be out of his depth, but still...) -
I think you mean "recommended for refusal and will be determined at a planning ctte meeting on ..."

The issue is NHS funding is determined by historic data and that means new residents of the development are unfunded for the first year of occupation. It is that shortfall that the NHS are seeking to cover using the argument that it falls within the CIL (or whatever 'planning gain' is called this week)

Presumably without TV involvement they would not have called it off before lunchtime today, and looking at the current forecast (approx 3 hours light intermittent rain this afternoon, but dry later) would have decided to give it a go. -

But it won't happen without some sort of limit on heatleader strength. History shows that it is almost always the 5 point riders who get dropped for even weaker 2.00 reserves.

Schroedinger's Poles Polish enough to be riding in Ekstraliga as Polish citizens on Polish passports with Polish licences, but not Polish enough for FIM competition. -
There is no long term lease - Some time in the 90s Bill Dore surrendered it to the council and it was extinguished (or he failed to comply with it, and the council revoked it - take your pick). Speedway occupied the site under a series of short (7 year?) leases, the last of which expired in 2008. Option on the new site expired and speedway ceased to be part of council's plans for redeveloping the area. The land was there, the money wasn't.
