You have to be a permanent resident for at least two years (and have resided in Australia for at least four) and spend a certain amount of time in the country in the 2(?) years before your application for citizenship. That's pretty much the same criteria as I quoted, but it has the added requirement that you need to be over 16. Tai left at 15, which is where he would have fallen short of the requirement.
