After last night this isn’t going to be as easy as some think. Lynn have a team full of riders who go well at Foxhall. Harris, Lawson & Kerr all former Witches while Klint & Kevch both seem to love the place.

Does he live in the UK ? What if his visa says to live here, he has to work here ? Being ill or injured are valid reasons for not working here, but you're either fit enough to race or unfit to race.  Maybe whoever sponsors his visa should be notifying the relevant authorities he's in breach of his visa.  

Probably cheap option though.
