not saying this is true but its possible for something to have some substance and not be officially announced and not a made up rumour speedway is a small community and people talk 

You have to wonder if it's being done on purpose to keep averages down. The top 4 can now pretty much just stroll into the Play-offs, where any team is going to face 2 of the other 3 teams if they get to the final, so does it matter where they finish.
