It is likely to even out the league. Last season, the was a clear difference between the 'have top heat leaders' and not in both top leagues. So, on one level it makes sense. The question I have is do these nine 8+ riders all want to come back to the Championship, and can clubs in question meet wage and add on demands? If one of the nine doesn't work out a deal, does that render the whole thing pointless?
