Depends wot u mean by success. Moving up a league depends on finance and proving you av a successful business model/plan. I think Oxford will be in the Championship for 2-3 seasons because the return of any track as the 'novelty' factor with the crowd level. The 2nd season will give a better idea of what the support level is like.

Swedish speedway has suffered huge losses due to small crowds this season even after the lifting of restrictions so it will take sometime to recoup them. As reported in the Star they won't be able to afford the top star line ups like this season, no matter when they came in. Champions Dackarna cud only attract 989 for the home leg of the play off final with Woffinden, Doyle, Janowski Thorssell etc in their side. That must have crippled the club"s wallet.
