Can someone please correct me if I am wrong.

I get the Hume for Voulas move.

It is my understanding that if you drop a rider you cannot resign the rider later.

The Castagna for Zagar explanation on the Birmingham website puzzles me.

If this is a temporary signing then surely Castagna is sign on a short term contract (28 days), this is not stated on the press release.

If Castagna has not been signed on a short term contract then I would think that Birmingham cannot bring back Zagar back if or when he sorts out his visa to ride in the UK.

And I do wonder if or when Zagar sorts out his visa could be sign for another team Belle Vue or Sheffield spring to mind.

I think the plan was Castagna for Vuolas, which makes sense. But they couldn't do that while Zagar was in the 1-7.

I'm sure when a club drops a rider they can't bring him back "without management committee approval". 

I'm this case it's not like Birmingham were attempting to fiddle the averages, so I'm 99.99% sure Zagar would be allowed back.

Last year Zach Cook was re-signed after being dropped & that was allowed.

Think it’s got to the stage where they’re not gonna block Birmingham from signing anyone or reinstating someone whether it’s in the rules or not. They’re blatantly dying on their @rse and need as much help as they can. I know there a lot who go by the “rules are rules” motto but even they can turn a blind eye on this occasion surely.

Correct. You can't redeclare with a rider who isn't eligible to ride named in the side 

Replace Vuolas you have to replace Zagar

Honestly I don’t like it when rules get bent and people seemingly take the mickey to gain an advantage and we know it’s happened, but this has gone above and beyond that. They clearly need help just to limp to the end of the season.
