Technically correct, however, no use whatever in the context of this (not for the first time) apparent contradiction in the rulebook.

Dan Thompson isn't Leicester's Rising Star though, Joe T is.  Does this not make a difference?

Thanks Steve for clearing that up so It would appear that Dan isn't eligible to ride tonight. I hope someone at Redcar is aware of this.

Both Dan and Joe are listed as 1 star rising stars. Jenkins is listed as a 2 star so how come they can use a 3 star guest in Bowtell?

Let's hope Newcastle/the Referee is aware of it IF he is ineligible. Although it does say EFF 28/07 on the Official British Speedway website:

He's on the rising star list. He's ridden the past two meetings for Redcar. And teams get vetted days in advance.

Bowtell is guest for Anders Rowe who had a 4.23 average. Bowtell is below that

For this season with the obvious shortage of available riders, all clubs have requested a little leniency with the SCB rules and regs

Nothing to do with leniency, it's all well within the rules laid out for the season!

This is not a green sheet average adjustment, It's on the 4 home/4 away rule for initial average assessment. he completed this on 18/7 and it's effective seven days after that date, which is today.

Ok thanks. So therefore Dan can guest as his new average doesn’t kick in until 28th

It is a green sheet adjustment, it literally says it on the green sheet that's why it's highlighted in green
