Hi, I have looked at the Speedway Riders Index (1929-2022), which lists every rider that has ridden for a British team in an official league or cup meeting and unfortunately there is no record of your dad contained in the index.
It may be that he raced in the second half individual scratch races rather than in the main meeting but that would be difficult to prove without having access to the programmes from any meetings your dad may have ridden in.

According to the Speedway Researcher web site, Portsmouth mainly ran open meetings in 1929 & 1930 but they did have a team which raced in challenge matches home and away in 1930 but they weren't part of a League

There was an article on the British Speedway web site on 4th November telling people how to vote and who was short listed in each category. You could only vote via Social Media (Facebook, X or Instagram). The results were then announced on 8th November.
There will be programmes for sale on eBay of meetings your dad rode in.
If you can find the meetings where he scored well, they may be nice souvenirs for your dad to have.
Likewise there could be speedway magazines from the 80s where your dad was featured in them but finding them could be more of a challenge.
Fixtures & Results for Neath in 1962 on the Speedway Researcher web site has them listed as either "Welsh Dragons" or "Neath Welsh Dragons"
Looking at the 1962 programmes for sale on eBay, home programmes have them listed as Welsh Dragons but away programmes have them listed as Neath
The defunct speedway web site refers to them as both Neath & Neath Welsh Dragons. This site includes a local newspaper article from 1962 calling them the Welsh Dragons.
