the PL has done that before, about 10/12 yrs ago ? it lasted 1 season because there wasn't enough riders good enough hence there was loads of crashes and injuries . there was also a couple of foreign riders riding on british licenses with years of experience of riding over here scoring double points every week so rival promoters who had fielded 2' real brits' saw it as bending the rules (cheating) and it was dropped. maybe just making teams have a british no7 would be a start though.
