But in real world these countries dont have the riders or backup to take part. Remember that this 2nd division sort of existed already with two qualis two fill a slot in each event. They then made the host seeded and reduced team size while some countries havent even applied to take part anymore. Only one qualy for a couple of years now.

Being a ref is a hobby like every other. Usually with some financial compensation and possibility to "become something". Like in ice hockey a pro that could live on it and go to KHL or NHL. Or in speedway to become a SGP ref. Not much money in speedway ref'ing though, FIM pays SGP refs and it's not actually pay, it's partial compensation for spent time of ones life.

Taxi booked, fixed price, door to door with two scheduled pitstops. Saves 2 hrs of hassle and beverages are free. And back on monday.
