Hagon is being held back by the poor Leicester track. If he was the RS at, say, Belle Vue, he'd be progressing massively.
The trouble with the RS system is that once you're allocated to a track, it's hard to get away.
Would think Edwards and Boughen should be allowed back in the RS scheme. They haven't exceeded the criteria, and only rode at No.6 because they hadn't got a RS place.
But Jenkins shouldn't be allowed back. He's exceeded the criteria and had his 25% discount. To allow him to drop back in is opening it to fiddling.
Jenkins left the Rising Star scheme last year as his PL average went above 4.00 and he became no longer eligible.
Edwards also left the Rising Star scheme to become Sheffield No.6. But he still fit the criteria, so not sure if he can go back in once he's left.
