Absolutely nobody else is disputing what the rules state but yourself. 

010.2.3 - With the approval of the BSP LTD GC or Directors. 

That line alone is very very clear, reassessment isn't guaranteed and others promoters (and supporters) have a right to question any reassessment. 

Kim Nilsson should ABSOLUTELY NOT be allowed the 4.50 reassessment.
