If a rider is declared to ride in the first round and fails to ride, for whatever reason other than being blocked from entering The UK or illness, then he will not be allowed to ride in the remainder of the SWC. The fact that Saifudinovs excuse is that he couldn't be arsed doesn't bode well for his chances of riding in the race off, regardless of the Russians annuncing him in their lineup. The Russians clearly don't know the rules and if vice president of the FIM sys he isn't allowed, then that is the case. He is like his footbal equivalent. Lumbered with a lot of reasonably talented people who can never perform as a team.
