racers and royals 8,730 Posted October 3, 2023 Rule changes between seasons have historically been commonplace for the speedway clubs. It makes it difficult to work with team building over a longer period of time and when this work can start. Therefore, the ambition of both the clubs and the association is that major rule changes should be decided a year before they are implemented and that only minor adjustments and clarifications should take place between seasons. "The 2024 season is the last in the "three-year package" that made up the current season's regulations. It also means that a major review will be done in good time before the 2025 season. The regulations are complex and changes often affect other parts. Occasional major changes are therefore difficult and often misdirected and need to be put into a context adapted to reality," says Mikael Holmstrand. Much will therefore be the same next season. The ceiling ratio remains at 11,000 and the floor ratio at 8,000. The squad size of eight official cut drivers is maintained. The same applies to the timetable. The average discount for Svemo-licensed drivers was already decided last year to apply to everyone regardless of age for 2024, so that those with an entry average up to and including 1,000 are assigned the minimum value of 0,500. The specific junior discount is thus removed. The number of transfer cards is adjusted down to three instead of five. The requirement to have driven at least 12 heats for the club you represent in order to participate in the playoffs is supplemented by the fact that this also applies to drivers who were registered in the basic squad on February 28th, were written out and then return to the squad. The number of heats is thus reset to zero when you enter a squad regardless of which team. Also new for next year is that clubs that have reported debts to Svemo or drivers from the previous season may not use transfer cards until the debts are fully settled. "The purpose of these two adjustments is to increase financial responsibility in the clubs. On the one hand, it should be worthwhile to create continuity in team building and reduce the risk of cost-driving changes during the season, and on the other hand, the clubs should not be able to invest in sport with money that is not available at the expense of a former driver not being paid," says Mikael Holmstrand. Swedish drivers in the law are still an important issue. The regulations cannot regulate this for reasons of EU law, but the agreement within ESS continues to have at least two Svemo-licensed drivers in the lineup continues. Drivers with dual licenses are counted as Swedish if they are available for the Swedish national team. "The representation of Swedes in the law is both one of the most important and one of the most difficult issues. We have a situation in Sweden with an extremely limited number of Swedish drivers. We can think what we want about that and of course the goal is to increase the number over time. However, the current situation is such that we cannot quota drivers who do not exist or are not ready. We also cannot "forcefully place" drivers in order to get an even distribution. The drivers are professionals and choose a club, which can mean that some clubs have many Swedes and others fewer. Therefore, two Swedes per team is absolutely the maximum the league can handle right now," continues Holmstrand. The news until 2023 about being able to loan in a Swedish guest driver with an entry average of 0.500 who is not selected in his team for the match of the round therefore continues to apply to make it easier for Swedish drivers to get the chance and not get stuck "on the bench" in their team. However, with the addition that the parent club must be able to recall the driver no later than 24:00 the day before the current competition. This is so that the parent club does not risk getting into trouble in the event of a late injury and having drivers locked up in another club and not being able to come with a full team themselves. Finally, another adjustment is made in that the entry averages for 2025 will be based on the entire 2024 season including the playoffs and not, as now, just the regular season. One question for 2024 has not yet been decided and that concerns the playoff structure. How it looks will be decided when it is fully confirmed how many teams will participate in the series. . Fact box rule changes 2024: The number of transfer cards changes from five to three The specific junior discount is removed and replaced by all Svemo-licensed drivers with entry averages up to and including 1.000 being awarded 0.500 entry averages in the Bauhaus League Drivers who have been loaned out as guests to another team can be called back no later than 24:00 the day before the match Drivers who join the squad through a transfer card must have driven 12 heats to be allowed to drive in the playoffs, even if the driver was registered in the squad at the driver's report on February 28 and was subsequently discharged. Clubs that have reported and unpaid debts to drivers or Svemo may not use transfer cards. Entry average for 2025 is calculated on the driver's personal heat average for 2024 including playoffs
