Teams should average out at 42, so 39+3(rs) should mean team strengths are similar to the previous season. It's actually slightly above a 42 limit as all the RS are above 3.00 now. Riders might have to swap clubs, but in theory none of them should have to miss out on a team spot. If there will be a Premiership next season is a bigger question than the points limit.
