Perhaps we should adopt the Minority Report principle and ban riders ahead of time based on what they might do. 
Ben Barker would have to retire rightaway.

That's the thing, it's still a draw though. If they really don't want draws, just make it 2 for a winning superheat, 0 for a losing superheat.

Personally I see nothing wrong with draws & think the super heat is unnecessary

1) he's innocent until test is proven positive (not non-negative)

2) if guilty, can they prove when a banned substance was taken?
