It's exactly the same in the top flight as it is in the old Premier League/Championship. Assets are same requirement. I'm not sure the asset system is wrong. Some clubs invest in riders and some don't. The ones who don't aren't usually fighting for titles.

I've read that a few times but I can't say I've even seen it written as a rule. But who can tell anymore with the rules applied to suit on a daily basis!

Heat 15 does count. And has always counted. All averages are calculated by times 4 to give a maximum of 12. It's always been that way. Eg. A 15 point maximum from 5 rides is 15÷5×4=12.
