Not correct, the club the rider finishes the season with must consent to another club speaking to him. If they don't consent they will get tapped up on the quiet,poole are well known for this.

It was a bit more than a flat tyre, the tyre exploded causing hundreds of pounds worth of damage to Kyle's bike, thankfully it happened on the straight and not on the bends which could have been catastrophic.
