  4. Sadly, not. The last 2 paragraphs are pure fiction. P1 as quoted kills the "no blood" argument stone dead. "Breath and/or blood" means one of (1)breath, (2) blood, or (3) both. With respect to the last paragraph, clause 7.5.8 of the regs includes the statement "nor will any such Provisional Suspension or decision give rise under any circumstances to any claim (from the Rider or any other affected party), should such violation not be upheld at a later stage in the procedure." For those that would suggest that the FIM then be taken to court, Appendix 2 reproduces the Acknowledgement & Agreement form signed by all riders in which point 5 states "I acknowledge and agree that the decisions of the arbitral appellate body referenced above shall be final and enforceable, and that I will not bring any claim, arbitration, lawsuit or litigation in any other court or tribunal."

  6. The UKBA was abolished in 2013 and the relevant department is now known as UK Visas & Immigration.
  7. The start of the season is 15th March unless Easter falls in March, in which case it is the 8th. The SCB Regs definition of Age is "The minimum age is the date when that age is reached, whereas the maximum age limit is as at 1st January that year". On re-reading 19.9.2.2, I believe "start of the season" is only intended to apply to the 4 pt PL average and not the age.

  9. The maximum in Ward's case will be 2 years as it was at the time of the offence, and the suspension period will be counted in any ban.
  10. I remember reading last year that his was the only visa refusal that wasn't speedway related. I'd be quite happy for the same again this year. Apart from the iffy character, he's too similar in style & inconsistency to Jason Garrity.

  12. Re. Warren Scott, his farm management company address has changed from one farm to another in the same area. He owns Team BMR (Buntingford Motor Racing) and where the above profile says he combined resources with Team HARD he bought that team as well. Adding to the one man band approach, he is the sole director of the British distributor for the Austrian produced Restart drinks brand who are one of BMR's title sponsors. The company website design is credited to BMR Graphics.
  13. Yes it is. It was previously * .6 and / .6, but because 2nd string EL averages were inflated by last season's format it was decided to reduce the conversion for dropping down.
  14. It'll be the same as always, the FIM make their decision and if WADA disagree they change it. It's the way it's always done.
  15. I'm pretty sure they were removed straight after Birmingham's demise and the averages recalculated accordingly.
  16. It's pretty simple, the answer to questions 2, 3 & 5 is the BSPA. Answer to 4 is No on the basis that if they bought into 2 & 3 fully then the right degree of independence would be built in. They totally missed the point when they offered the job to John Berry and looked as though they were getting the message with Phil Morris and the FTR system but screwed that up. Give 'em another 20 years or so...
  17. They used to publish their requirements, including averages, on their website, as agreed with the BSPA, SCB & SRA. I don't remember when bonus points were dropped from average calculations but see the figures below. I think 2009 is the last time the details were published and I'd imagine that similar rules still apply, but unfortunately they're no longer listed as part of the visa regulations.   18. This was certainly the case until at least 2009 and the rules for that year are still on the BSPA site. As an alternative, a rider needed to satisfy the state championship or professional league average criteria. I think adherence to this rule has 'drifted' in recent years along with ignoring the correct assessed averages. It's no wonder that V&I/UKBA are starting to get heavy. It's also interesting, after the way last season's problems were dealt with, that the BSPA is one of only 4 of the 60 listed governing bodies that are only allowed to endorse applicants for Tier 2 visas and not Tier 5 as all the others are.
  19. It's * 1.4 from EL to PL, replacing the previous / .6, but PL to EL stays as * .6. It isn't, and never was, + anything.
  20. He is. First match is due to be on the early May Bank Holiday Saturday with the second as part of a double header on the Monday.
