There doesn't seem to be any minimum standard required. Is there? If I wanted a licence to ride and I've never slung a leg over a bike could/would I get one? And then if I bunged a promoter a brown paper bag full of cash, I'd be in the team!

Dreamboat Phil's promise of integrity and transparency didn't last long did it? Is there or isn't there a rule about fielding competitive teams? If so why enforce it now?
