I cannot see him going to RS at any PL team unless they both think the time is right and Luke can do himself justice. He's a very talented young rider, if he moves up i doubt he wants to be slagged off like just about every other RS. I'd say pretty much the same about Jody Scott too, though i think a PL RS position would be a step too far at the moment, needs to establish himself at CL level.
