Someone correct me if ive picked it up wrong but it was because of the blue riband meeting that Bowes was supposed to attend. He, even though its responsibility, wanted his equipment transported down for the meeting. Mr.Baines organised transport, which unfortunately fell through. He then sorted secondary transport out but Bowes must have spat his dummy at that point, telling the promotion that he wouldn't be attending the last meetings in a not so nice fashion.
