That may very well be the case, even if it is it shouldn't be, as in most professional sports the meeting "Start Time" should be the advertised start time. The "start time" is mentioned a few times in the rules in reference to procedure, reporting and appeals etc. yet it doesn't state what the start time is, parade or tapes up and it doesn't say who is responsible. It's so simple it shouldn't be an issue, clubs should start, i.e tapes up, at their advertised time, if they want to hold a parade lasting 5, 10 or 15 minutes prior to that, it's entirely up to them and they should adjust their advertised start time accordingly... oh and have enough turnstiles open to allow easy entry.

Same as Ipswich, start time states 7.30 but that's the start of the meeting, ie riders announced, first race is always 7.45.
