Only rider nr 7 can replace another rider (except for possible tactical substitute). Like RR says it cannot be used for a rider that becomes injured during the meeting. Stefan Klemetz mentioned at the start of the stream that teams with VIP lounges are allowed to have dinner guests since it counts as a restaurant. However all VIP things needs to be pre-booked and social distancing rules apply with tables separated (if team violate that their VIP will be closed).
